Two-way Obsidian folder sync (point Ledger at a real vault folder) works on every tier, including free and self-host — it stays on your machine. The shared org vault and the Obsidian plugin's push/pull are part of the cloud tier (Pro and up), which is where one company vault, roles, audit and SSO live.
Optional Discovery add-on: $8 / managed company / mo (network/asset discovery via the Lookout collector — undercuts Hudu Radar's $10).
